Dahls bakgrunn var den norske embetsstand, med embetsmenn og akademikere i alle grener av slekten i mange generasjoner. Etter examen artium ved Bergen katedralskole 1929 begynte han på teologistudiet ved universitetet i Oslo og ble cand.theol. 1934. Sammen med bl.a. Einar Molland og Alex Johnson ble han preget av ny-ortodoksiens kirkelighet i 1930-årene.
1946–65 var Dahl professor i Det nye testamente ved Universitetet i Oslo og en sentral skikkelse ved Det teologiske fakultet, bl.a. som dekanus 1954–59. Han spilte en viktig rolle for fakultetets uttalelse i den såkalte “helvetesstrid” mellom professor Ole Hallesby og biskop Kristian Schjelderup fra 1953.
